Adds devcontainer setup for lolcode. Part of #871.

The euclidian method example doesn't work, I get this error:

contents/euclidean_algorithm/code/lolcode/euclid.lol:27 variable does not exist: EI

Documenting if anyone else needs it later: You can Run lolcode with lci
