[fixes] Boost fixes for versions >=1.85

Several fixes that remove old unused stuff and makes code compatible with boost versions >=1.85

• Remove all includes of boost foreach that were not previously removed (fixes [cleaning] remove unused boost includes #216 )
  • specify in the documentation that boost-foreach is a dependency to install in vcpkg
• Remove unused using boost::numeric
• use path.extension() as bfs::extension() has been removed in 1.85 (deprecated long time ago) (fixes [boost] fix compatibility issues with boost >= 1.85 #217 )

Incidentally

• add an initial github CI pipeline for Windows without CUDA
  • note that if we need to switch to a more recent version of vcpkg with boost >=1.85 we need to specify boost-math[legacy] to be able to get boost_math_c99
