Hide double-shutdown log occurring on hot reloads

The OpenTelemetry crate has an issue which will call shutdown on the metrics provider twice, once when shutdown is called and another time when the provider is dropped. We already have tests asserting metrics are properly exported after hot reloads, so this removes the error message in the OTel error handler. This should be fixed in otel version 0.26.
