Model-year is added in the query string such that each page would get the model-year and determine how the Consumer Sales tab-name should be displayed before finishing loading.
Currently, when clicking on the Summary page or the Assessment page, the tabs will disappear during loading. This behaviour is also fixed for the Summary page. No change for the Assessment page because the appearance of that page is different and requires more thoughts.
