I updated the IP address being used for the proxy on staging. The old address was inadvertently deleted while I was cleaning up the edx gcloud project.
I am realizing that I rebased to keep the commits to the edx deployment clean but that then forces the later commits into this PR. This has all been reviewed. The only change for this PR is line 10 of the file: deployments/edx/config/staging.yaml
