This is a bugfix for handling the
!no-unauthenticatedlabel.Labels on profiles typically only affect the profile, however the
!no-unauthenticatedis unusual for being primarily assigned by the user. Because users have no way to label their accounts, they put the label on their profile. This means we have to "elevate" this label to act as equivalent to an account-level label.
