Official HK PAC February - 2021

Update release used to create all inputs for sensitivity studies towards HK PAC 2021/02. Two bugs related to nuance format are solved:
-Interaction mode is now correctly propagated.
-WCSim can adapt to cases where there are more than one target nucleon, which is the case for 2p2h.
-Trigger do not use events after the "Long time window" hard coded in WCSimWCTrigger (2ms now). It speeds up the code a lot, as there could be some photons hitting PMT at randomly late time otherwise (e.g. if a photon is stuck in a region, doing lots of reflexion).
