fix: voiceregion now fills correctly, removed VIP from regions.

This PR fixes voiceregion, now filling it from json correctly. It also removes VIP from voiceregion as that was removed a while ago and replaced with VIP_REGIONS in a guild object (meaning guilds can set bitrate to 384kbps).
