The authoring_tool_id is not meant to identify the originating tool itself, but the object being referenced with a tool-specific ID which may not satisfy the requirements of a GUID. This is clearly consistent with the XML specification of the same version: https://github.com/BuildingSMART/BCF-XML/tree/release_3_0/Documentation#component
