Overview
This fixes the home link on current GH pages deployment of https://celestiaorg.github.io/CIPs. The current link leads to https://celestiaorg.github.io/index.html, needs to route to https://celestiaorg.github.io/CIPs/index.html instead
It will also fix the home link on the version deployed to cips.celestia.org (can be seen implemented on cips.jcstein.dev in the same way)
