This PR implements the changes discussed in #471. The suggested location for the XSL (XML --> HTML conversion stylesheet) files is the same as for the XSD (XML schema definition files).
This is a change from how it used to be, where the same stylesheet was stored under each and every version directory, and without being versioned.
The version number used for the XSL file added by this PR is set to 2.1, which is in anticipation (separate issue) that the big update/change introduced by #405 is changed to 2.0, instead of keeping the old version 1.3 that has been used almost back to the beginning of the standard name tables.
