docs: update contributing guidelines
Browse files Browse the repository at this point in the history 
- Revise intro and expand HPC.
- Replace "Feature Requests" section with "Enhancement Proposals"
- Update using the issue tracker section
- Revise Bug Reports section to be more clear. Copied from old repo.
- Revise Pull Requests
- Update commit changes to mention using Conventional Commit Standards
- Revise Dicussions section
- Add section justifying the use of the monorepo.
