deps: Upgrade Flutter to latest main, 3.18.0-19.0.pre.108

And update Flutter's supporting libraries to match.

And take some ios/ and macos/ changes that happen when I build for
those platforms. It's possible that these changes were required by
the previous committed upgrade, 8c4b1ed. That one was done without
building for iOS or macOS.
