About the pull request
Adds OWLF Presets and weapons, this is part 1 of a series of OWLF PR's, this one is mainly just the PR to get them in, future PR's will add them into the gameplay loop and add their more unique equipment, and give their guns ID locks.
Explain why it's good for the game
Instead of letting the OWLF gear currently in game go to rot this PR will ensure they are actually able to be used.
