What does this PR do?
See #246 for background. This removes the feature repo references entirely until we can upgrade to a Karaf version that supports version ranges with feature repos.

Full build. Install downstream distro with it pointing to a different DDF version. Verify only one version of DDF bundles get installed into the system.
