While f41 is out there seems to be no
https://kojipkgs.fedoraproject.org/compose/cloud/latest-Fedora-Cloud-41 directory. We need to ask the fedora cloud maintainers if this is a bug or expected and we should call something else.

As f39 is EOL this dir no longer exists and thus all test on the repo fail.

Also fix some error checks on downloads. We got a 404 from the server so this is not something we should try to process.
