  • We need a place for ENV build time - so avialbe in build and runtime (otherwise env is only in runtime)
  • There should be a separate place for ARG so only availabe in build time (see discrod above why that is needed)

Behavior does not seem expected and is related to parsing of env variables in docker-compose file.
