Mutation campaigns take a long time, it's a bummer if we get an hour into it and then realize we're mutating the wrong set of files. We used to log a list of ignored files, but that gives us incomplete info. With this change, we instead log the list of files that are going to be mutated (ie walk the given
codebaseand remove anything in thepaths_to_ignore_list)
