Note that *pymt* currently doesn't work on 3.12, so it's omitted for now.
This is because of the scipy issue (#162), yet to be fixed.
The downstream problem permamodel/permamodel#72 was fixed.

This pull request updates pymt's continuous integraion. Bumped some of the actions, bumped Python to 3.10 for the tests, updated the requirements.
As with #170, these commits were cherry picked from #169.
