[fix][io] Upgrade debezium version to 2.6.1.Final for luna-2.10

Motivation

• Revert other debezium connectors to use 1.9.7
• Upgrade all debezium connectors to use 2.6.1.Final

Verifying this change

• Make sure that the change passes the CI checks.
