Get state for resource and get runner providers API endpoints
Description
Adds get workspace state, get target state and get runner providers endpoints. These are separated from regular "get" resource endpoints allowing us to exclude them from logs to avoid excessive printing. Also renames
await_state.gotopolling.gobecause the file includes polling for a provider list / deleted resources as well
