DES-167: add banned phrases

• Adds native banned phrases support
• Adds /addban and /deleteban commands to add and remove banned phrases
  - Adds /die command to mute yourself for 10 minutes and send a DEATH event in chat

/die is essential so we'll add it in a separate PR, but it absolutely shouldn't have the same level of emphasis as a sub or dono. I think just an italicized status message like /me is fine. We'll also remove the "last words" behavior to keep things simple. The user can just utter their last words before using the command.
