Exclude root devfile from renovate checks

This PR simply removes the .devfile.yaml file from the renovate checks.

@Jdubrick for now I'd say we can include this file to the renovate checks. In the future if we find any issues related to this file and renovate runs we can re-visit if we need to ignore this file. WDYT?
