Backport of data integrity based on #15804
Files with conflicts were cherry-picked in their entirety from 2.40 with minor adjustments applied, e.g. removing OpenAPI related code, not using feedback exceptions.
This also serves the goal of https://dhis2.atlassian.net/browse/DHIS2-14849 to do a full data integrity backport.
