Add Vite Starter Template

Motivation

Myself and others (see #238 and comments in #285) have had issues getting things working with Vite. I created this template so that others might be able to reference it when starting a new project with Vite.

Changes

• Add a minimal vite + react app example to the start-templates directory.

Features

1. Updatevite.config.ts to include vite-plugin-wasm and vite-plugin-top-level-await
2. Added the helper function initOcc in src/helpers/initOcc.ts based on An error was reported during the process of runing the project: [ERROR]Could not resolve "a" #238
3. Added minimal example from the react-typescript starter template to App.tsx
