Add static isValid function to CronExpression

In my use of this repository, it would be very useful (is useful) to have a static function called isValid that simply returns TRUE or FALSE if the cronExpression is valid.

I see this is abandoned as of 2019. Still useful though.

And the older mtdowling package is deprecated and abandoned, but cannot be properly marked fully abandoned due to how packagist handles personal projects. While I'm the maintainer, since it's not under an org account I do not have the ability to mark it properly abandoned.

This version is still supported, with the next generation of the package over at https://github.com/phpixie-cron, but this package will be supported for quite a while since Laravel uses it under the hood for its scheduler. It just doesn't change often because crons themselves don't really change.
