After duckdb/duckdb#16956 change the engine no longer supports the `manylinux2014_x86_64` build platform. This change switches it to `manylinux_2_28` for both `x86_64` and `aarch64` architectures. Additionally AArch64 Linux builds are now done on AArch64 GH runners without cross-compilation.
