The jdtls target platform sometimes returns the following error in eclipse

No repository found containing: osgi.bundle,org.apache.commons.lang3,3.14.0

This PR fixes it.

Upstream issue : eclipse-m2e/m2e-core#1622 .

I ran into this at #2998 (comment) , but it went away after I updated. See #2998 (comment) .

@snjeza , if you try using a recent I-build of Eclipse as your development instance, as opposed to 2023-12, does the problem go away ? I really want to avoid using the Orbit repos again.

I can't reproduce the issue. I have tried eclipse-commiters 2023-03, eclipse 2023-12...
You and @fbricon have reproduced it :)
