What does this PR do?

Disable TestProxyURL on windows due to the rename C:\\Program Files\\Elastic\\Agent\\fleet.enc.tmp C:\\Program Files\\Elastic\\Agent\\fleet.enc: Access is denied. error tracked by #4913
