Start rolling out rust crypto stack to existing users #1518

Release config is updated to roll out to 10% of existing users; nightly is updated to roll out to 100% of existing users.

See element-hq/element-web#27002

We go on with rollout.
Will see how to fix the issue, or at least disable search on linux until fixed
