Cuts a new release of the vpsearch package.

  • Following our light-weight release process (see Streamline release process #14) this just involves a single commit where the version number is set to a released version (0.1.2).
  • There is no new functionality in this release, so technically this doesn't even warrant a micro version update. However, given that we change the delivery mechanism quite drastically (from a single source distribution on PyPI to a set of pre-built wheels) I thought it would be good to have a separate version.

I'm guessing that the merge commit will be tagged as the release and there will be another PR against the master branch that bumps the version number?
