Custom Network Magic Link - Support custom EVM chains

What is the feature about

Clicking a link which contains all of the network details, a new network would be added to local storage. This would allow other chains to easily onboard users to Eternal Safe with just a link. They could even put this link behind a URL e.g. safe.newchain.com which redirect to Eternal Safe with the network details in the query parameters.

The list of requirements

• A "custom network magic link" specification.
• Updates to the README to explain how to create these links.
• A hook to detect these links, parse the custom network settings, store them in local storage and load the chain.
