Add a script to cut a data set to a list of runs

In order to compare results from different analyses (e.g. Fact-Tools and Mars) it would be useful to reduce a dataset to a common list of runs. This allows to reduce the influence of different data checks e.g. if you want to determine if the two analyses differ.
