Describe your changes
In order to keep a tidy backlog, we're going to enable a stale bot to keep only issues that had activity in the last 9 months.
The bot runs once every day at midnight. On every run the bot marks issues that hadn't had activity in the last 9 months (270 days) as stale by tagging those issues with the label 'stale'. On the same run, it closes the stale issues that didn't receive any updates in the last week.
