Add overdue-fines-policies.item.get to "modulePermissions" of PUT /circulation/loans/{id}.
Purpose
PUT /circulation/loans/{id} fails after migration from Poppy to Quesnelia because permission overdue-fines-policies.item.get is missing.
Approach
Add overdue-fines-policies.item.get to "modulePermissions" of PUT /circulation/loans/{id} API in module descriptor.
No code change is needed, only an addition to module descriptor.
