UIREC-292 Provide independent 'disabled' status for piece actions

Purpose

Save actions are expected to be disabled until a user makes any changes to the existing piece.

Approach

Make it possible to specify separate actions as disabled.

While it's helpful for reviewers to help identify potential problems, ensuring that it's safe to merge is ultimately the responsibility of the PR assignee.
