First Release - fully translatable

This marks the point where we're done getting ModTools localized, and so theoretically have all readable text on all sites in a translatable state, other than a few small exceptions, and perhaps a few others that we may have missed. (help us find them!)

We're also still yet to localize all the email templates, but those are coming soon.
