What this PR does / why we need it:
With this PR we start publishing the Helm charts in our OCI registry, that we can deploy it via Extension object.

Which issue(s) this PR fixes:
Part of gardener/gardener#9635

Helm charts of extension and admission controller are published as OCI artifacts now.
