This is related to IQSS/dataverse#9309.
We still need to configure "earliest date" properly (which is why we have #122), but the OAI-PMH specs doesn't explicitly say "from must not be before earliest".
It has been like this with XOAI 3 and 4, which is why this is now configurable, but defaults to not require it.
