Robots-For-All: Generic I2C support

The R4A_I2C library contains generic code for a number of I2C devices including:

PCA9685: LED Controller with support for:
- Motors - PWM control of DC motors connected with two half H-bridges
- Servos - PWM control of DC servos typically found in radio control models
PCF8574: GPIO Extender
ZED-F9P - GNSS receiver
