This updates `cadence` to 1.0.0 (released 2023 December 2). While we're at it, I have done a `cargo update`, which affects CI only -- not downstream users of this crate.

cargo update, which affects CI only -- not downstream users of this crate.Lastly, this removes a bunch of lines from
.gitignorethat I think are unnecessary here. (Vim users should add Vim swapfiles to their personal gitignore file, usually$HOME/.config/git/ignore, rather than every Git repository in the universe.)
