Add IsNormalizable and EnsureNormalizable and some basic tests for both.

Yes, they are used in s2edge_crossings as you get down to the Symbolic and Exact ... methods (CrossProd, etc) https://github.com/google/s2geometry/blob/master/src/s2/s2edge_crossings.cc#L271 |
