Relating issues

Issue link and do the pull request resolves it. e.g:

• Resolves Certain mk presence was not calculated due to redundant and deprecated check in presence parsing fails on certain mks  #828
• Resolves Bills based solely on a private proposals are not automatically advanced in stages when proposal is voted on #829

@alonisser my thought was that you should merge and deploy it, because I understand some stuff needs to be done manually on the server..
if you want me to merge it, let me know - and also let me know what needs to run after deploy
