An initial pass at defining features to implement to improve the VTA transit experience for people with disabilities.
The .feature file format is based on Cucumber
though I've take some initial liberties where there should be discussion
about terminology or the terminology is variable, e.g. "{vehicle}" could be
a bus, a light rail car, etc.
For starters we'll consider this in isolation, assuming that the person can hear the application's spoken alerts.
