Add 4x versions of the tracks.tcl and rc_script.tcl taken from Google internal and then re-enable the flow tests to check they work.

These new tests now pass;

//synthesis/tests:build-verilog_counter-asap7-sc7p5t_rev27_rvt_4x-place_and_route (cached) PASSED in 0.1s
