This improves both the data extract for amenities, as well as the XLSForm. This is used when you want to only edit existing amenities in OSM, instead of every building. This is used when ground-truthing a large area. Any new amenities can be added if using an OSM or imagery basemap to a building without adding much bloat to the data extract.
