This makes it possible to test downloading files that exist locally.
The default mode of the IPv6 interface in Fedora is local, which means pinging it from other machines does not work. This causes 50% of passim scans to fail (at random) and means the effective number of bytes saved is halved.
This is harmless (as only the SHA-256 is used on the remote server) but it sure makes the debug logs less confusing!
This is really useful for debugging...
