feat: better SVM IGP configuration

Description

• The SVM component of feat: modify gas oracle TS tooling to be friendly for all protocol types #5198
• Moves to using gas oracle configs that are generated via infra
• introduces an igp configure command, e.g.:

 cargo run -- -k <key> -u $(rpc solanamainnet) igp configure --program-id BhNcatUDC2D5JTyeaqrdSukiVFsEHK7e3hVmKMztwefv --gas-oracle-config-file ../environments/mainnet3/gas-oracle-configs.json --chain solanamainnet --chain-config-file ../environments/mainnet3/chain-config.json

• moves away from the old overhead and gas oracle configs used by the SVM tooling. No longer requires core deploys to specify remote domains, as the IGP configuration is done separately now
