I hope the relative links will work in the issues that get created but we can't test that until we merge this. If it doesn't work we'll have to replace these with absolute URLs

Add an issue template for new engineers to learn about the Hypothesis system architecture and set up their local development environment.

There's also a separate issue to write some docs about the development environment and add a task to this issue template to read them
