Description:

This PR:

  1. Updates deprecated Node.js 16 actions (encountered in IBX-8154: Added PHP 8.3 Dockerfile #32).

  1. Migrates to docker compose v2 (ref. Migrate to Compose V2 ci-scripts#86).
